Can a doctor at govt. hospital reject a patient. (in non emergent case)

no he cannot, it is their bounded duty to entertain the patient whether it is emergency or non emergency. But they are govt., doctors!

govt doctor can not refuse to entertain any patient. It is illegal and against the ethics framed by Medical council Of India.
