whether possession of liquor (by the resident of gujarat) while travelling to gujarat from outside of the india or other provinces within india is permitted? and under which law if yes?

P.S. many a times while travelling to the international airport the board is noticed stating '2 units of liquor is allowed.' what is it then?

Prohibition is in force in Gujarat. Naturally, you cannot carry liquor within the borders of that State except under a permit.

The state of Gujarat is under total prohibition hence possession of liquor and other banned narcotics items within the state except with proper permit is an offence. What is your actual problem?
