Change of domicile

What are the conditions for being considered domicile of the State of Andhra / Is it applicable across the country in all states or has different parameter? Can anybody help me in providing the exact rule position for the state of AP? is it possible for an Indian of other state to become a docile of A.P ? if so how ?
