Cheque bounce fees

thanks a lot sir so u mean to say as per the supreme court orders for filling a Cheque bounce case in Delhi in any court there is no fees regarding that because the cheques i have is of meghalaya and i am having a bank account in Dwarka , delhi where the cheques got bounced and i have to file a case now in dwarka court , delhi only so there would be no fees regarding to that

Did any business transaction happen in Delhi?
If not then file case in Meghalaya only.
