Weather to purchase a grant land

I have a quarry for ptcl act by the state govt of karnataka.
The quarry is that the land belongs to a sc and its a grant land and the grant period is over of 25 yrs before its converted to residential converstion in the year 1996 by the special dc. to purchase this land should we take sale permission or not. Please guide us in this matter.
This land title has transferred after convention.
