How to prosecute indian citizen for offences abroad

An Indian citizen was on a visa in the USA. There, they forged my signature, transferred money to their account in India and have left the USA for good. I am an Indian citizen and I am currently in India. 1. Can I prosecute them for forgery or cheating in India?
2. Do I need permission of Central Govt before even filing a FIR? Please advise.

1. Yes you can surely prosecute him in India.
2. No you need not.

However if during trial it is found that whole of the offences occurred in abroad only then you need to obatain sanction for that.
