Transfer of flat

Agreement of flat in our building(purchased from builder) has first name of the eldest son and second name of his father. Recently the father has passed away. The father has another son, a dauhter and a wife surviving. The eldest son (whose name stands first in the agreement & in the share certificate) has written to the society to replace his late father's name with his mother's name. Is it necessary for the society to obtain NOCs from the other brother and sister to transfer the same to mother
