Cheating by civil contractor

dear experts,
i had given home repair to a civil contractor. the budget proposed was for rs.6.5 lacs from which i have paid rs.6 lacs. now we have found that the material used is not of the price quoted for eg. concealed electric point one quantity for rs.1000 while market rate is rs.300, wc installed for rs.6500 while market rate is rs.2500, water tank for rs.8500 while market rate is rs.2000 and so on. we came to know about this when an another mestry(worker who attaches tiles and flooring) as they are called told us about this. now nearly rs.2 lac he has grabbed from me. now how can i make him return the balance amount to me with legal steps if u could explain. the mestry told us to approach labor court. pls help.
I've a printed quotation from the contractor but none so from the mestry as it is market rate and can be obtained from stores.
dear sudhirji, i accept that it was done for my convience. but does that mean that if a fitting is decided for one price and then a inferior quality is fitted. is this not cheating. and i don't worry about in future in getting some this kind of cheaters any more.

if you have drawn out a written agreement with him , then you would be guided by those conditions and penalities as applicable will be levied. also in the agreement, you would have also covered that in case of disputes, which forum to approach, so do that and file a case for breach of contract and seek compensation and recovery of your amount including damages.

So this was the rates you agreed. He was not your marketing guide. You got enlightened later on the reasonableness of price.
You were free to by the material and hire him only for fixing. You did not like running from shop to shop. You got this contract as you wanted physical convnience as well.
You have no ground.
on the contrary if you litiagate then be sure that in furture you are not getting any plumber, electrician, mason, carpanter etc in the area to work for you.
