Difference between cellar and stilt

Sir,
Can you please give me clarification between a stilt and cellar.
The question arises because the muncipal corporation of Hyderabad while regularising a flat say that the floor above the cellar can be shown as ground floor and if it is above the stilt it can be called as first floor.
In our case the cellar is 6feet and the stilt that is area above the road is 3feet.
Now does the flat above it comes as ground floor or first floor.

contact local muncipal authorites or builder as to whether it is ground or first floor
