how can one prove a will in the court in cases where probate is not necessary under sec 213 & sec 57 of indian succession act

actually sir my confusion is
why the law makers had made two different provisions as to probate of will.in some cases probate is mandatory while in other same is not. why it is so , what is the logic.

it was made mandatory to obtain probate for rpoperty in bombay , calcutta , madras so as to prevent property from being misaapropriated . wasted over time . since the properties in said cities was valueable the provision was made mandatory
