Non-payment of maintenence chgs.

We are a group of 13 flat owners and have formed an association regd under Karnataka Societies act. The name is GAANA APARTMENT OWNERS WELFARE ASSOCIATION, at Bangalore. The activities are confined to appoint security staff, payment of water and electricity chgs for the common ares, AMC for lift, house keeping etc. Proper accounts are maintained and duly audited.
Most of the flats are rented.
Question is how to treat defaulters in payment of monthly maintenence chgs.? Being a small group, even one default jeopardises the system. The owners are residing elsewhere and their response is luke warm. Can you please suggest actions that could be initiated agaist defaulters.

if defaulter has failed to pay maintenace dues then issue legal notice to pay maintenace arrears with interest . the bye lawsmust be mentoning rate of interest that can be charged . if inspite of reminders fail to pay then take recovery proceedings
