Regarding retirement dues

sir,
i ve taken some loans from various cooperative societies of delhi and couldnot paid and now after following due process under cooperatives act. they have applied for execution. and assistant collector parliament street has ordered my pay authorities not to release my retirement dues without n.o.c. from concerned societies. m working in central govt and due to retire in jan. and now my pay authorities has given me one letter stating to clear the loans and to get n.o.c.from those societies otherwise they are not going to process my case of retirement. can u suggest me some gud lawyer who charge reasonable fees. as m nt financially sound and who can file case under c.a.t. to challenge this letter recieved from pay authorities..? out of my retirement dues .to what extent they can deduct? wthr leave salary and commuted pension can be attachable? m very tensed as i ve two unmarried daughters who are crossing the age of marriage.somebudy told that dues to cooperatives societies are not treated as govt dues. wthr he is rite.?plzzzzzzz suggest da names of some gud lawyers who do c.a.t. cases

In the absence of specific attachment orders or any disciplinary case your employer cannot withhold your retirement dues.
