The rules regarding the Tender is purely governed by the provisions of Indian Contract Act.

I hope you are in search of a book on procedure on Government tenders and contracts. If so, you can buy one book called "Central Public Works Department (CPWD) Works Manual, from any law book seller near your city. It is a detailed book that contains the procedure of tendering as well as award of contracts and other procedures on contracts.
If you are in Delhi, you can buy the same from Jain Book Agency, Connaught Place, New Delhi. You will have the option to buy Government Publication or that published by some private publishers.
Although the book pertains to civil construction, but rules of all the Government departments revolve around the same rules, may be for construction, supply of material and goods, or labour etc.
However, for finance and general angle, you can buy swamy's compilation or Nabhi's compilation of General Financial Rules, which contains all procedure about types of tenders for works or supply of goods and services. All Government departments have to observe the provisions of said rules.
If desirous about seeing the legal provisions, as suggested by Devajyoti, you can check the Indian Contract Act.
