The RTI activist obtained the information from Municipal Council which reaveals the facts that there were rampant corruption, misappropriation made by the one employee.
The RTI activist bring this fact to the concered Chief Officer and the District Collector,
The Collecter ordered the Chief Officer to inquire and submit the eport to him,
The CO submitted the report to Collector in which he admit that the corruption were made by the said employee
The RTI activist lodged the report to the Police Station against that employee but the police did not take the report as they told to the activist that the CO shall lodge the report, but the CO did not listen to the activist .
Whether the activist can lodge the complaint case and pray to the JMFC for directing to the Police to register the offence against that employee ?

Any one can file an FIR with the police about the commission of an offence and the police are bound to register the FIR. As the police are not for the reasons best known to them regisering the complaint, the activist can certainly file a complaint before the Magistrate who will direct the police to investigate and report.

In a non-compounding offence,anybody can file a complaint.
