Govt employee in different profession can enrol for Advocate??

One of the anonynmous member has ststed that one should be allowed for enrolment as advocate irrespective of trade. I will like to point that in CCS rules there is provision for enrolment of advocate for Govt employees at the Bar council irrespective of nature of job with the prerequisite condition that they should not be allowed to practice as long as they are in the service

This has not been clarified but the Govt employees who are doing LL.B from evening college are also getting enrolment from respective bars by concealing their profession
