sir/mam I want to know that a simple citizen of India or the employee of a state o centre govt ask for a show cause notic to a gazzated officer of India or the officer higher in rank of the same deptt.

Yes if it has violated any order of the court

Show cause notice will be issued to the officer of the Govt, by the officer not less than the cadre of his Appointing authority.

If you make a solid complaint with proof action will be taken, show cause may be issued if necessary.

Concurring with Arun, Issue of show cause to an employee is is an action a consequence of disciplinary proceeding. This is not based on any demand or wish of any person. If an employee, whether Gazetted or non Gazetted is involve in any act,which is misconduct under his service conditions, in that situation disciplinary authority can issue show cause. Thus an individual can not ask to the disciplinary authority to issue show cause whether he is Gazetted or non Gazetted. However, he has right to complaint or place the fact on which the disciplinary authority can issue show cause notice. But is purely discretion of disciplinary authority to issued show cause notice.
