The status in CHS of second party in joint agreement

What is the status of a joint owner of a flat (second name in agreement) as far as the paticipation in Management of the CHS is coniscerned. ? What are his rights concerning voting/election to the MC or what are his limitations in this behalf, particularly when the person holding first name in the agreement has no objection. ?

The status of both co-owners is same and equal and it hardly matters whose name figures first or at second place. Both of them jointly shall form one unit so individually their vote shall be 1/2
