Where to file RTI application for DOWRY DECLARATION STATMENTS in Andhra Pradesh.P. on Police Servant[CI] who is a FIL in one our Client's Case, facing criminal 498a + dowry] charges.

File the RTI application to the SP of police in which district the police is working or before the DGP of police. Even if you address to a wrong person, they will forward your application to the correct authority.

you need to apply to SP of police or to officer to whom he reports.
if applies to wrong person, it is not diverting to the right person in time, because of the unawareness or work burden or lack of time/interest. so u apply correctly.
