My query is that can woman give authority letter to his husband to appear before supreme court

Yes. You can give vakalat to your husband or your advocate.

Her husband is not an advocate that he can appear on behalf of his wife, he can appear before the court as a party in person but until and unless he is authorised by a special power of attorney to represent her and handle her cae, he may not be permitted to appear and conduct the case on her behalf.

I concur with the experts.
If husband is not an advocate-on-record he will not be permitted by Supreme Court since either the petitioner/respondent him/her self or through lawyer can appear and plead.
