Co-pleading

(Querist) 13 August 2012 This query is : Resolved 
I, a flat owner, had initiated a writ petition in High Court of Madras on CMDA and the case is numbered..
The Secretary of the association having the same cause of action wants to co-plead in the case with me.
Can he file the co-plead petition during the course of hearing or should have filed the same as and when I filed the petition initially?
Will be thankful for an answer
