Either the seller should personally come to India to complete the formalities attached with the sale-deed or he should provide a GPA to his near relative. Such GPA should be duly contersigned by Indian high commission/consulate of India situated in USA and then should be got registered with local registrar in India by the person concerned.

You first should get a Power in favour of such person who is some relative of that American person and then should adjudicate the same in the local sub registrar office within the prescribed period.
