First step you can give a public notice in news papers that, that certain person is unsound person, so if anybody try to involve him in any agreement mean its will be null and void.. Its will be safe his propertys from future issues..

Who is the natural guardian of the person of unsound mind?

If natural guardian (mother or father) is not there, any near relative can file a case in the court of law to appoint guardian of the mentally retarded person where court can also issue orders for the ways and means to protect his property etc.
