Rental agreement establishes tenancy? Or, rent payment?

Rental agreement for 9 months has been executed
before witnesses and is notarised but not registered.
Tenant want to back out of agreement. Rent not paid.
Has a landlord-tenant relationship been established?
Is Rental Agreement document admissible as evidence?

Rental agreement need not be registered. It is admissible in evidence. If the tenant has not paying the rental the land lard may evict him for the said reason

yes there is a relationship of landlord and tenant. you can file recovery suit for the recovery of arrears of rent.
