Can any member advise me,not making a FIR by inspector on recept of a complaint from a person is difficiency of service on the part of Police? if so any referance of a case?

It doesn't come under deficiency of service. You can complaint to the Superintendent of Police against the inspector for not making FIR or you can file a private complaint against the person against whom you have given a complaint to the police.

It cannot amount to deficiency in service.As already I suggested,you have to approach the high court invoking Sec.482 Cr.P.C.

I would like you to suggest that at most of the times, police refuse to lodge F.I.R. Refusal is not deficiency in service. You may lodge your complaint in the court of judicial magistrate First Class having jurisdiction over the police station and request to the said court for an order and / or direction U/S 156(3) of Cr. P.C. for investigation and submission of report to the court.
