whether the rent controll court have jurisdiction/power to fix fair rent?

no, the rent shall be fixed by the rent controlling authority(RCA) in the deferent rent Acts, which are state Acts. Every state have a own rent Act. RCA is a exicutive officer like DM.

It depends upon the provisions of the Rent Act of the concerned state. In WEST Bengal the rent controller do the same.
