laws regarding obc certificate in urban areas

respected sir,
i am lambodar moharana from BHUBAN , DHENKANAL, ORISSA. I am included in OBC criteria and also having OBC Certificate.

NOW i want to renew new OBC certificate but i am not allowed to create new OBC certificate as i am a resident of BHUBAN A URBAN AREA(NAC).
please tell me whether OBC certificate can be issued in NAC AREA OR NOT.

OBC classification is purely on the basis of the Official list and not the area where your are a resident. Please quote the serial number of your caste listed in the official government notification and apply for OBC certificate accordingly.
