In AIR 1986 DELHI 279 it was held that
Execution Court has no powers to pass an order for actual possession.

Whether it is still valid ?
If yes, what is to be done to execute the Decree ?

Yes. It is still valid. Get the decree amended by inserting fresh relief of possession and affix court fee as calculated over the actual value of the property against which possession is sought.
