How to convert kumki land to own land

Hi All,
I am Wilson I have a land which is Kumki nearly 1.5 Acre from past 25years, How I can convert it to own land. I have tried 10 years back to convert it,but not possible to convert it. Could you anyone please suggest how I can convert it.

Kumki land is Government land. You may be enjoying certain privileges, but that does not amount to property right or a title thereto.

You can get occupancy rights only if the Government takes a policy decision to that effect.
