Filing a c.b.i. case

Learned Experts I want to file a complaint regarding a public ltd co with cbi regarding their frauds in filing compliances with RBI.There is no response from RBI sebi roc after complaining.Whether I should directly complain to Cbi or should take court directions and how.Experts who had dealt with CBI could kindly guide Others please excuse.
