The FIR is a court record and will be available for evidence in any case. The Magistrate is having the power to order reinvestigation.

I believe you mean to say that the police has submitted closure report/final report. Against this the de facto complainant can file ' protest petition' after which the court can either- 1. Accept the closure report or 2.Direct the police for reinvestigation or 3.Convert the case into complaint case.
