Faliure to intimate mortgage by way of deopsit of title deed

respected expert,
I am ajit oswal. I have purchased a property in kalyan,thane district, Maharashtra state, I have taken loan from state bank of Bikaner and Jaipur in month of November my loan was passed and the payment has been made to builder. But I have failed to register the notice of intimation regarding mortgage by way of deposit of title deed within 30 days. Although I have visited subregestors office in January 2014 they told me that the demand draft of rs 1000 is no more acceptable and I have to make on line payment.Scince the new law was applicable from 1st of January 2014 no body in office exactly knew where I have to do online payment,by the time I made payment online the 30 days were over.now when I visit the subregistors office they say I have to pay a penalty of rs 33000 (1% of the loan amount)I want to know wether this kind of panelty is payable if no suggest me what can I do

Find out if any authority is empowered to wave this penalty on justified grounds and if so approach the same and show him all the particulars.
