Provision for appointment of advocate commissioner to serve notice to accused

can anybody helpme--
i filed a complaint under 138 of ni act where accused is avoiding to receive notice but he is attending in some other case i want to serve notice by appointing advocate commissioner there but i dont no the provision in crpc or criminal rules of practice.

There is no such procedure.
You can get it served through the office higher ranked officials of Police.
