Suggest me for right of way

Respected Sirs,
I have a piece of land in my village situated in Bihar. A serious problem has arisen with this. Please read out my story and suggest me in this regard.
There are two main roads to the both side of my land that is to the east and west side. To access the main road from the west side (which is more adjacent to my land) there is only one way- there is a bank of a pond which is attached from the south side of my land, so I walk on that bank and go west to the main road. To access the main road from east side there are two ways- 1) there are other private properties to east of my land, so I have to walk over those other’s private properties and then reach to main road or, (2) I walk on that same bank from south side and go east to the main road. But these other land owners does not let me walk over their land and go to main road, so I and other villagers as well have been using this bank of pond for walking to main road since many years. But now the municipality has decided to construct a wall over this to enclose the pond. Due to this my access to the main roads will be completely blocked. So please tell me what are my rights as a right of access? Can I stop municipality to construct wall, or should I force my neighbors to walk over their land, or I can do nothing in this regard. To whom should I approach first for the right of access- the municipality or the private party?
Any help in this regard would be appreciated.

apporach the muncipality. make a representation on behalf of all villagers . if talks fail issue legal notice to muncipality.
