Dda rohini scheme 1981

In the recent DDA draw of Rohini Scheme 1981, my mother has been allotted 60 sq mtr plot. Now, at the time of submission of documents, DDA want an affidavit that she or her husband does not own any DDA flat. My mother or father did not have any flat or plot at the time when she had applied in this scheme in 1981. But few years back,my father bought a DDA flat from open market and got it converted into freehold also.
Please advise how to proceed further?

execute a gift deed in favour of your children of DDA flat bougght by you from open market
