yes he can do so . he can make a will mentioing reasons why he does not want his self acquired property be given to his children . he can bequeath it to any one else he so desires . i presume he a hindu and not a muslim

By way of a will if the property is absolute self acquired property. If you mean debarring or disowning by public notice, that does not debar a person from inheriting at all.
