First of all your query is incomplete as CCS rules have several volumes, like CCS (CCA) Rules, CCS (Conduct) Rules, CCS (Pension) Rules, CCS Leave) Rules, CCS (Revised Pay) Rules, and so on. Secondly, you have not mentioned whether you are re-employed pensioner of the Central Government or the Bank and re-employed in any Central Government post or in any bank.?
The orders referred to by you applies to the pensioners, if they are re-employed in Government service, whose pay is debitable to civil estimates. The pay of bank employees is not debitable to civil estimates, as the banks themselves bear the expenses.
However, the said order would apply to individual class of banks, only if and when their boards of directors adopt the said order to be made applicable to their re-employed pensioners.

It has nothing to do with the bank employees.
Because the subject itself is addressed to the Govt employees.
Subject: Applicability of CCS (RP) Rules, 2008 to persons re-employed in Government Service after retirement and whose pay is debitable to Civil Estimates.
So, this circular is not applicable to bank employees.
