Whether the Gram Panchayat falls within the definition of THE STATE ? Pls let me informed about the related provisions.

I am sorry. My query is whether it is necessary to issue a notice u/s. 80 of CPC, if Grampanchayat is wanted to be joined as a party defendant in a suit, in which specific relief is sought for against Grampanchayat.

Some expert says it falls under the definition of the State. if there is so then according to S. 80 it is mandatory. That's why I confused.

As per Section 80 of CPC 2 months notice is requires to given, at the requirement of suit. but here is case is differ. you said that 'Gram Panchayat' is wanted to joined as a party defendant in a suit.
