Property tax

Dear sir,

I have bought a house in Paramount Residency, Nagaram, Keesara Mandal, Hyderabad and been staying in the flat for last 2 1/2 years.

so far our property tax assessment has not been done as builder is asking all of us to approach Gram Panchayat directly.

Please guide us whether property tax assessment is responsibility of Builder or people who have bought flats.

Your kind advise on the matter will be highly appreciated.
