contruction on roof rights

Dear Sir,
I purchased a builder floor in Uttam Nagar on upper ground floor , other person purchased top floor in May 2011 ( Total G+4 Floor in building), I get to know , it is with roof rights and now he is doing some temporary construction (Channel and shed) on roof, Is it llegal or illegal ?? Also i heard that now registry with roof right is not llegal, is it correct or wrong?

The buyer of the flat is entitled for a building corresponding to his UDS of land only.
So, if the buyer of the top floor also is entitled for the UDS and its corresponding built up area. He can not claim anything more than this. So, if he bought the open terrace, there should be a separate UDS for that floor also.
So, you have every right to check with the details.
