Is there any provision in the present land acquisition act that section 17 could be proved illegal and bad.

Govt. has not paid the 80% of the estimated compensation as contained in Section 17(3A) of the Act.That too,not paid for 2 years which also attracts Section 11-A of the Act.
Suggestions would highly appreciated.

Govt. has also applied the Section 17 urgency clause in the same case to acquire land which was already reserved for the use of Ashram and Muth.And they are also using it for same purpose.Is the Govt. allowed to do the same even if the proposed plan do not lie in the purview of public purpose?
