whether domestic violence act applies to citizens of foreign country and what happens when alleged act of violence is committed in foreign country?

This Act applies to citizen of any country provided the respondednt was in domestic relationship of the petitioner. But the cause of action must arise in India.

yes, a foreigner too can avail protection under the said Act. In case the violence occurs in any other country the victim should look for similar laws of that country. In US one can avail protection under the Violence Against Women Act of 1994
