Hi All,
I purchased one flat in Pune in Dec 2007.Builder provided me possession on 31- March-2009.But till date he have not provide me the completion cerfificate and also not formed society or transferd conveyance deed to the members.Because of this reason we are facing lots of problem related to the maintenace.
Can any one please let me know
1. what is the time line to form the society or transfer the deed to its members after getting registered?

that must be done as per the agreements between you and the builder along with the municipal bye-laws for the same. approach cnsumer forum.

You must have executed builder buyer agreement and whatever you have agreed in the builder buyer agreement must be performed. each and every clauses is explained in the BBA for providing completion certificate or for conveyance deed etc....so firstly go through your BBA.
you have not disclosed that whether that builder has appointed any maintenance ageny or not?
If builder has violated the terms and condition of the agreement then you should file suit before consumer court or whatever methode agreed between you and builder in this regard.

it is a problem at large in metros like mumbai and pune. all builder play these type of tactis for future FSI.the ammendmentin mofa act is introduced and being implemented for deemed conveyence.instead of if it not possible to form a society u in person can compell the builder to register the sale deed by paying stamp duty
