Agriculture land dispute

8 people are holding 16 acres of agriculture land in haryana jointly with equal share since 1928, one person Mr. A cultivating land near to road (which is more valuable than other part)he filled court case in 2002 in order to separate his share and to hold his part (on road), other people received summons but they didn't turned up in court,in 2013 February ,court(Tehsildar level, Grade A) ruled in his( Mr. A) favor and intkal(in the name of) and kabja(taking control) work has been done .
Now others want to challenge it in higher court but lawyers are saying it cant be challenged as revenue officer decision cant be put up in front of any other revenue officer and only writ can be file in High court chandigarh.
My query is;
a) under which section of law ,the above law comes(as revenue officer decision cant be put up in front of any other revenue officer).
b) Is finance commission is also a revenue officer , as we have appealed in his court but opposite party will challenge it on same basis(revenue officer decision cant be put up in front of any other revenue officer)
c) Even if Intkal and kabja( taking control) has been done, how could we restart this case.
d) Mr. A start making boundaries on his share of land , could we get stay from court or not( as court has already given kabja(control) to him) on basis of filling case in court of Finance commission.
