About obc creamy/non creamy layer

Dear Sir,I am from Jaipur(Rajasthan). I have a query about OBC creamy/non creamy layer. My father is working with Punjab National Bank as a Single Window Operator(clerical cadre). his pay scale is 7200-19300 and his annually income is about 5 lacs. I have to issue Central/State OBC Certificate. If i make OBC Certificate. Do I get Reservation Benefits of OBC non-creamy in Govt Jobs.
Kindly Guide.

The limit is 4.5 lakh and your father is in receipt of over the limit so you cannot get such certificate as desired.

But Sir, the limit of 4.5 lakh is not for salaried PSU employees as far as Office Memorandum of DOPT is concerned and Punjab National Bank is a PSU.
