Regarding age of document

(Querist) 07 August 2012 This query is : Resolved 
I want to know that if a department tamperes or changes a record with other one then can it be identified?For example if a record is made in paper in 2008 but it is later replaces with an another one by making some modifiation in 2012 then can it be detected?In whole i want to know that is there any procedure through which we can know the year in which a document is made.
