conversion of agri land into residential area

What are the legal remedies available to the land owner having only 1 acre land in his name for converting agricultural land into residential/industrial land, as the tenant(kauldar) is trying to acquire the land by threatening court case?

To convert the agrl., land into residential land i.e., non agrl., land owner has to apply for the conversion before the Assistant Commissioner of the Concerned area.
Tenent has no right to threaten the owner, if tenent is doing so then file a suit for possession.
