No, there's no such law to restrict singing of national anthem on any part of the day.
It can be sung but the respect to national anthem is to be maintained

The anthem is played at national events, government functions, and other important public events. It's also played at the beginning and end of school and college day ceremonies
anyone can sing the national anthem at any time, including after sunset, as long as they stand while doing so.
People should stand at attention while the anthem is played or sung. Saluting or bowing is not allowed, except for uniformed personnel who follow their specific service protocols.
