You have to check with the concerned state government you belong to and apply using your marriage certificate to the concerned Registrar office for emoluments and gifts.

so far as our maharashtra is concern yes ur friend will get the gifts and cash award if he registerd his marriage. for other state u have to check with the concerned marriage registrar office.
