Tax evasion matter

Dear sir,
I want to file tax evasion petition against third person whose income is more then 5,00,000 and even though he is not filling his income tax return Infact he has never filled his income tax return. Can I proceeds in such case, If not then what proceedure should i Follow for the same?

Any person can move the wheels of judicial system. It shall be better for you to first make a complaint to the Income tax authorities with documentary proof, if you have and wait for the outcome and thereafter you can go to high court even against IT authorities to initiate action as desired.
