dear sir,
whether the accused has a right to get a copy of the FIR or copy of the petition from the police station ,before getting bail ?

It is the indefeasible right of the accused to be supplied a copy of the FIR registered against him. He can get a copy of the petition from the court. The NJ principles demand that every document which the complainant/prosecution relies upon against the accused should be furnished to the accused so that he may get a sufficient opportunity to rebut the allegations.

Well there is no law which mandates supply of FRI copy to the accused person.

There is provision for getting compulsory supply of free copy of Charge Sheet once it is submitted by Police but not FIR.

The police is bound to give necessary information like the case number, charges brought etc but not the copy of FIR.
